Union Public Service Commission (UPSC) was formed in 1926, in order to conduct examination and interview for recruiting suitable candidates, to appoint officers on promotion, deputation or absorption, to frame recruitment rules, to deal with disciplinary cases for the union services posts like Group A, Group B and All India Services and to advice government on the related matters. This commission has a group of officers, collectively called as the Secretariat, headed by a Secretary to discharge the duties bestowed on the commission. It is an autonomous body, having its headquarters in New Delhi.
UPSC selects candidates for union services through three stages- preliminary examination, main examination and direct interview. Preliminary examination has two papers of objective questions. Those who are selected on preliminary exam will be called for main examination. Main exam has seven papers of descriptive type, out of which two papers are of optional subject and the remaining five are of compulsory subjects. The candidates can write the exam in any of the official languages of India. The candidates will be shortlisted on the basis of their performance in mains and they will be called for the interview. For the final result, the marks of mains and interview will be aggregated. If one has failed in any of these three stages, he/ she had to write the exam from the beginning i.e. preliminary. The selected candidates will be posted as IAS, IPS, IFS or as Group A officer in any of the branches under central government.
